When Nobita Nobi insists in class that heaven sits above the clouds and gets laughed at, Doraemon offers a better answer than searching for it: build a kingdom up there themselves. With a cloud-hardening gas and a stack of other gadgets, the two sculpt mountains, rivers and a whole town out of cloud, then sell shares to Shizuka, Gian and Suneo to pay for it. The new realm is barely finished before they learn the clouds were never empty, and that a sky-dwelling people have lived there far longer than they have.
