Synopsis
When a counselor flees an isolation facility for latent criminals in Aomori and is set for sudden repatriation, Akane Tsunemori sends Inspector Mika Shimotsuki and Enforcers Nobuchika Ginoza and Yayoi Kunizuka to investigate. The facility, called Sanctuary, presents itself as a model community where inmates keep their crime coefficients low and work in apparent harmony. As the investigators dig into how that calm is maintained, the case turns on what Shimotsuki, a true believer in the Sibyl System, is willing to see. This is the first of three Sinners of the System films.
